MCC and Sierra Leone sign $480 million compact to boost energy access

The Millennium Challenge Corporation (MCC) and the Government of Sierra Leone have entered into a transformative $480 million agreement, designed to improve access to affordable and reliable electricity for millions of people across Sierra Leone. The deal was formalized by MCC's Chief Executive Officer, Alice Albright, and Sierra Leone’s Minister of Finance, Sheku Bangura.





Currently, Sierra Leone faces significant energy challenges, with 70% of the population lacking access to electricity. The five-year grant, combined with an additional $14.2 million from the Sierra Leonean government, aims to bring electricity to 4.6 million people, significantly improving quality of life and boosting economic opportunities across the country.


The agreement focuses on three key projects that aim to strengthen the country’s energy infrastructure:


1. Transmission Backbone Project – This project will expand Sierra Leone’s electricity transmission network, enhancing the reliability of power services and creating opportunities for energy trade with other West African nations.


2. Distribution and Access Project – Designed to improve grid reliability and expand access to electricity, this project will focus on schools, healthcare facilities, businesses, and households, ensuring essential services have consistent power.


3. Power Sector Reform Project – Aimed at reducing energy costs and fostering private investment, this initiative will work on improving regulations and attracting more investors to Sierra Leone’s energy sector.


### Addressing the Hydropower Challenge


Sierra Leone relies heavily on hydropower, with the Bumbuna Hydroelectric Plant being the largest source of renewable energy. However, due to seasonal fluctuations in water availability, the country often experiences power shortages. The new investments from the MCC are aimed at diversifying the energy supply and strengthening the electricity grid, ensuring more stable and reliable power throughout the year.



The signing of this agreement reflects the continued progress Sierra Leone has made in political dialogue and electoral reform, which have been key areas of focus for the government. MCC officials are optimistic about ongoing efforts in these areas, which are part of the broader partnership between the two entities.


This agreement builds on a long history of collaboration between MCC and Sierra Leone. Their partnership began in 2014 with a $40.54 million program that supported critical reforms in both the water and electricity sectors. The new compact is designed to build on this foundation, with the ultimate goal of promoting long-term economic growth and improving the standard of living in Sierra Leone.


The MCC, a U.S. government agency, is dedicated to providing financial assistance to countries committed to good governance and democratic principles, with the mission of reducing global poverty and fostering development.
